Essequibo covers 159,500 square kilometers west of the Essequibo River in northern South America. It borders Venezuela to the west, Brazil to the south, and the Atlantic Ocean to the north. Administered by Guyana as 6 of its 10 administrative regions, the territory accounts for about 2 out of 3 parts of Guyana's landmass and is home to roughly 125,000 people.
Why Essequibo matters right now
Guyana asked the 15 judges to permanently affirm the existing boundary. Venezuela argued the 1899 ruling was corrupt and insisted that the 1966 Geneva Agreement mandates a negotiated bilateral settlement outside the court's jurisdiction. A binding final ruling is expected in late 2026.
Tensions surged after ExxonMobil, Hess, and CNOOC discovered over 11 billion barrels of oil in the offshore Stabroek Block directly off the Essequibo coast. Daily production surpassed 900,000 barrels in early 2026, driving Guyana's GDP growth to the fastest rate in the world. Control of the coastline directly dictates rights to these offshore fields, turning a colonial border disagreement into an energy flashpoint.

FAQ
Why does Venezuela claim two thirds of Guyana
Venezuela traces its boundary to the Spanish colonial Captaincy General of 1777 at the Essequibo River. In 1962, Caracas declared the 1899 Paris arbitration void based on a memo alleging secret collusion between British and Russian arbitrators.
What is the Stabroek Block and why is it contested
The Stabroek Block is a 26,800 square kilometer offshore deepwater oil field holding more than 11 billion barrels of oil equivalent. Because maritime zones extend from the Essequibo coastline, Venezuelan claims to the land also contest Guyana's offshore concessions.
Can the International Court of Justice enforce its boundary ruling
ICJ judgments are legally binding on both states under the UN Charter. The court has no military force to enforce compliance, and enforcement requests go to the UN Security Council, where vetoes can block action.
What is the 1966 Geneva Agreement
Britain, Venezuela, and British Guiana signed the agreement 3 months before Guyana gained independence. It established a mechanism for peaceful dispute resolution, which Guyana used to refer the case to the UN Secretary-General and then to the ICJ.
